An honored Living Legend in the inaugural edition of Who's Who In Black Baltimore®, Bell became chief judge of the Maryland Court of Appeals in 1996. It is the state's highest court, and the equivalent of the state Supreme Court in other jurisdiction. He was appointed to the high court in 1991, and now is its first black chief judge. Bell has created partnerships with legal service providers, spoken to interested groups and developed programs. These include assembling a gender and ethnic bias commission, setting a timetable to deliver a report that shows the effectiveness of pro bono services, and establishing an access to justice commissioner. His most recent honors are the Award of Excellence from the Thurgood Marshall College Fund, Inc., and induction into the Warren E. Burger Society
